Background

The District Council of Loxton Waikerie invites community feedback on a proposed upgrade to the intersections of Kokoda Terrace, Robertson Avenue, Starcevich Road, and Aleppo Street in Loxton.

Council is exploring upgrades to these intersections, with funding provided through the Special Local Roads Program (SLRP). To guide this project, HDS Australia has been engaged to prepare a concept design and undertake traffic analysis. This work examines how the intersections currently operate and how they are expected to perform in the future, helping to determine the benefits of converting them into a safer and more efficient roundabout..

The four closely spaced intersections along Kokoda Terrace currently operate with priority control. With increasing traffic movements, nearby industrial activity, and the construction of the new Loxton District Children’s Centre “Woodleigh”, Council is investigating options to:

  • Enhance safety for all road users, particularly children and families accessing the new childcare centre
  • Improve traffic flow and reduce delays
  • Reduce conflict points and make crossing and turning movements safer
  • Support future residential and industrial development
  • Maintain safe and efficient access for heavy vehicles travelling along Kokoda Terrace

A roundabout has been identified as a suitable option to achieve these objectives, providing a safer, more efficient, and accessible road network for the community.

The Loxton District Children’s Centre “Woodleigh”, currently under construction nearby, is expected to generate additional local traffic once operational, highlighting the need for a safer, well-organised intersection design.

Council is considering the installation of a single-lane roundabout at the intersection of Kokoda Terrace, Robertson Avenue, and Starcevich Road. This upgrade is designed to create a safer and more efficient intersection suitable for current and future traffic conditions.

Due to increased traffic movements, the proposed roundabout aims to:

  • Enhance safety for all users, particularly children and families accessing the childcare centre
  • Reduce delays and improve traffic flow
  • Provide safer crossing and turning movements
  • Improve network access for all road users, including heavy vehicles
  • Support access to nearby residential areas, businesses, and community facilities

As part of the concept design, the central median on Aleppo Street (between the two one-way sections of Kokoda Terrace) would be removed. This will simplify the road layout, improve visibility, and support the safe operation of the roundabout due to the low traffic movements recorded.

These combined improvements are intended to deliver a safer, more cohesive, and future-ready road network, ensuring that the area can accommodate growth while prioritising the safety of the community and the new childcare centre.
